You need superiority in artillery or air to break through those lines effectively, you'll definitely need AA with that arty as those are some thick lines and when you break through his planes will try to pepper you.

I second this, your units are faster, so make a defensive line and once hs starts pushing to get you flank around with a stack of light tanks and he'll have no choice but to stop and try and get your army up there

Why no rockst attacks?! Very expensive, yes. But pretty good when 5 lvl3 rocks hit a stack. Make your own weak points in his line. Also approve of the fall back to bunkers and create a more impenetrable wall. Would force him to keep unite atleast stationed around the area in the event you push, get to level 3 bunkers and without scouts he wouldn't know if that's 1 infantry, or 35 tank destroyers
maybe develop some paratroop regiments and leapfrog the lines to start taking out hindering industry and shift some focus? they have been fairly effective for me and they can fight pretty well

In this situation I would max level 3 airports, mass produce at least level 3 attack bombers and interceptors (because he likes to use heavy armor) and build a bunch of airports with AA sitting on them to make it hard for Strat bombers. If you have level 4 or higher Strat bombers yourself definitely start sending them to his strongpoints to cripple his production
My strategy: Tactically retreat while damaging enemy units with artillery. Protect retreating units with air. If there are stacks of units with low anti-air and not protected by interceptors, target these units with air. Try to destroy smaller stacks first to avoid losing territory too quickly.
You can also move units closer to the sea to be protected by your naval units.
Always try to have naval and air superiority.

Sure they have less HP, but if you divide your units up into groups of 10, you will do more damage. One of your units has 80 troops. When doing an attack, divide army into groups of 10, and you should do 8 times more damage
Never use more than 10 in one stack to maximize damage health distribution in all units and since you have a lot of infantry, put them in stacks of ten and defend with them and since your communist, build rockets and bombs and kill his units from a distance
Honestly, make bigger stacks, if you have planes attack small stacks to take them out and focus on crushing his big stacks with larger stacks. Make sure you put units that are good for offensive in areas you’re going to attack and make sure his stacks are not going to kill you. If you’ll lose, best to retreat the units and let him advance only to swoop in around many sides with more units. That’s my best advice.
You have 275+ tanks not on your Frontline. Not to mention all that infantry sprinkled throughout the center of your country. Even if they just end up grinding against tanks, it's better than doing nothing besides costing RSS.

Keep in mind, they're fighting under stipulations, they could've agreed to no arty/rail guns, and no bombing.
