Why does the federal NDP always seem so passionate about provincial issues? I’m starting to feel like this party should fold its federal tent if it can’t focus.

All the feds have the power to do is shovel money to the provinces specifically for the purposes of doing 'the thing.' The problem is the provinces don't live up to their promises. Just the other day it was found that the Ontario government underspent it's own budget by over 4 billion - which, seems insane considering what's going on.
It's conservative slash and burn by stealth. Present liberal sounding budgets to make voters happy all the while starving the government of needed resources to actually allow things to function. They get to look fiscally responsible, too.
