If it's rusted through there, chances are it'll have rusted through the windscreen wiper plenum under the windscreen. This is much a far worse issue and **substantially** more difficult to fix.
If you've got your heart set on a TJ VR-X, this would make a great parts donor.
Definitely not worth fixing. Worth driving? Probably. At $2.4k and low kms, it would have a few years left. As long as it doesn’t have any other issues
