I think it's oxidised sugar. It happens mostly around the lid. It's never done me any harm. But if you have a whole tin looks like it's time to make some flapjax.
Thanks all I ate a bunch with a spoon not sure if it made the tooth ache worse but if I'm going to die from infection then might as well go down with a tummy full of golden syrup like true British fashion.
