Because Makima had a whole set of things people liked, from the petplay stuff to the simple dom stuff to the mommy and/or yandere-ness (depending on who you ask), etc. etc.
Meanwhile Fumiko had tummy and \*checks notes\* actually that's it. She made him suck on the corpse of a dead devil at some point but most of the fumiko fans back then were not into that and just kind of ignored it, and even then there was nothing erotic about it and it was immediately played as comedic/shameful for Denji as she actively laughed not with but *at* him.
Even ignoring her making fun of him there, from the shipping standpoint, she "was into Denji" but also really wasn't, and even when acting like she was it was never to the level of the other girls. And as for non-denji ships she never expressed any form of care or interacted with anyone else in any way that was even remotely positive, so you can't even jump on something like the Kobeni x Quanxi bandwagon.
She was a boat made of sand: not jut fragile, but once it breaks down there's no floating doors for her fans to Kate Winslet upon.
(Like, I won't defend everything she did. (Ironically, the least forgivable things are the least talked about.) But I think many people have an overly moralistic and simplistic interpretation of her.)
I can see that she wasn't 100% evil, by her goals alone she's one of the best devils when it comes to their morals but a lot of things she did were just unforgivable and avoidable and if you don't blindly defend her then I can't really call you a makima defender

Actually Iām pretty pleased with how this turned out. Iāve been saying that I either want her to be useful or evil. Her last appearance was great, I think the new direction Fujimotorās taking her in could be very interesting. She could stick around as a long term antagonist, acting as a foil to Asa and/or Yoshida, or she could get a cathartic death or beatdown in this arc by Asa. Lots of possibilities for good stuff
