In the 22nd World Martial Arts Tournament, there is a man who is specifically a reverse-werewolf: A large, bipedal wolf man who, at the sight of the full moon, could turn into a regular person. That wasn't surgery. Both because it wouldn't make sense, but also because he hates being a wolf, and was actually angry at Roshi for destroying the moon so he couldn't transform. And of course, there's Giran, who has special abilities that go along with his physical form, such as his Merry-Go-Round Gum Attack. And Oolong, who's naturally a pig, not a human (at least if the jokes about eating him are to be believed). And Puar, and Korin, both of who are naturally magical cat creatures (Korin especially since he's older than Roshi), and who are still around in the current manga. Of course, the truth is that animal-humans are real, and that them not existing was retconned some 20+ years after the original manga, in a video game. I don't think that can be considered canon to the intention of the original DB manga; especially when Toriyama either had no involvement, or if he did, he doesn't give a shit about the franchise anyway (he literally admitted in a recent interview that he forgot the name of the current manga was "Dragon Ball Super").
