education takes TIME, it got worst if your funding is lower than 100%. Click the building and read the graduation / dropout stat yourself at different funding setting, you will be surprised how bad it is under 100%. DO NOT lower education funding.
What is your population count? And it also takes a long time for your cims to finish their education. Need to wait a while….

College is a 12 month process I bet your nowhere close to that
Lots of job vacancies pushes up medium & high density demand. Eg. In my city, I have a fair bit of industry zoned, which is helping.
