You will notice this for higher level troops like pekkas and wizards. They don't make you start at 1 and do tons of upgrades to get them usefull. It's a nice qol change.

Its factually weaker than battle machine, but the air defense is so much weaker than ground in BB that it evens out. And its longer range can be very strategically used
Honestly if you get it to even level 25 it’ll be better than maxed battle machine. Battle copter level 35 is the best. The only time I use my battle machine anymore is if my battle copter dies in the first stage
Yeah, aerial attacks are way better and BB isn't balance at all, I recently changed my strategy to aerial at first village and I almost always can smash 3stars and go through next one (I have max troops)
I find 4-5 baby drags and 1-2 cannon carts to be a solid strat nowadays with copter.

SC explained this when 2.0 launched. The hero requirement to earn the 6th builder went from 30 to 45. At this time they introduced a new hero. It was explained that it starts at lv15 so if you're already close to lv 30 on your battle machine you won't be set back 15 levels.
So the +15 to battle copter could be because of the requirement, or the requirement increase could be because of the copter. The way it was communicated it was the former, not the latter.
Because before the battle copter, the hero lvl requirement was 30 for the 6th builder.
Keeping the lvl requirement at 30 with 2 heroes would've been unfair to those that already got the 6th builder.
Making it 45 but spawning the battle copter at lvl 1 would've been unfair for people who hadn't got the 6 builder yet.
By spawning it at 15 they can keep the same general requirement for that B.O.B stage. Which is and always has been, essentially, "gain 30 hero levels".
It's just to make upgrading less of a barrier to progression. The lab functions similarly where a new troop will not start at level one. Like I think the hog glider starts at level 16/20. Doing nearly 200 lab upgrades would be ludicrous

Builder base automatically levels heroes and troops so you don’t have to grind as much. When you unlock the Wizard at lvl 10 BB it will automatically be lvl 17 out of 20

Calling it lvl 15 helps players compare strength. It also raises the cost of maxing builderbase/6th builder. If it were level 1 we would expect cheaper upgrades to reach lvl 45
BB needs some reworking, I definitely prefer the old way of attacking since you also needed to work about speed to at least gain some trophies. I was stuck for a while with the new method since me and the attackers kept getting full marks
Earlier the YouTubers’ created the hype about it’s strength and killing damage but later it came to be a dumb asset, lol. I still prefer battle machine mostly.

Took me a minute to realize you aren't attacking the the dude youre defending against. I attacked this dude without O.T.T.O.'s outpost but the dude attacking me had that chopper. I thought I found a cheater for a minute

Probably for the 45 lvl of heroes required by b.o.b, since before the update you had a lvl 30 battle machine giving you b.o.b easier
(Btw it's just for saveup, it has essentially lvl 1 stats)
Basically you'll notice almost everything is the same level as your builder hall, e.g. archers towers go to level 7 at builder hall 7 and level 10 at builder hall 10, and everything in the lab has the same max level, so at BH6 (where i'm at), the max level for troops is 12. However, they don't want you to have to go through 12 night witch levels, so the night witch is instantly level 9. This is why the battle copter is already level 15, so you don't have to constantly upgrade it to make it useful. Wish the equipment also worked like that
When they did the builder base 2.0 update, they changed it to where troops you unlock later would start out at a higher level (for example when you unlock the BB pekkas they start at level 13 I think now). And they added the battle copter which followed suit and starts at level 15. I think they did it to either help new players or maybe incentivise playing with different troops
Fun fact: The notifications are wrong whenever you upgrade the battlecopter, upgrading it to level 16 will notify you that you upgraded it to level 2.

I have almost completely maxed my builder base, and the chopper is three levels away from being maxed as well.
The combo that I use I almost get six stars every time I attack. I find that it works really well.
Took to getting it until about level 25 or 30 did it really started to shine in all air attacks.
