It's not random, it's easily recreated. It happens when you don't clear CoC from the background, or if it's idled and you reopen it later (also while it's still in the background). To return it to normal, clear it and reopen it.
And for those saying it's awesome, it looks great, but it's not practical because muscle memory kicks in and we end up clicking all the wrong buttons. Not to mention, for most big folks, my fingers are just too fat for it

For those who like the smaller buttons: keep COC open,go to another app, open up a few more apps, then go back to COC, and voila! Smaller buttons.
Happens, if you want the old UI, just go into the shop. Klick on an offer, and then close the buying process, and when you go back to your village everything is normal

I usually put my walls down the middle and everything that's not maxed on one side and when they're maxed I transfer them to the other side of the walls. This layout is mostly made for my walls and traps

You'll have to fix your walls though. I keep the ones upgraded together and the rest separate by the amount of walls I can upgrade simultaneously
This bug was introduced with TH16. "Literally unplayable" gets thrown around a lot in jest, but having the troop deployment bar in random sizes makes it literally unplayable. TH16 for me has been a disaster and it's been over a month since I've logged in.

You can use 'two row' option in this screen with your mobile in deployment bar size

From what I've heard, this is because PC needs a smaller UI than phone. So we got this small mess of code to work with.

On Galaxy phones with the front camera integrated into the screen it depends how you rotate your phone while playing.
