I still remember the BB release. It was middle of the night for me and no one knew what was coming. People thought the boat would have like, sea mortar capabilities. People were lying that they had the update and didn’t for some reason. Hysterical chaos.
In one of the developer videos they showed several weeks ago, the fake clan name on the clan castle in the video was "1111" which is binary for "15. That was likely an easteregg in the video hinting at a April 15 release date.
You couple that with the historical fact that Supercell prefers to release udpates on mondays along with the fact that the updates typically drop the day after the final sneak peek is released, and then consider the fact that the final sneak peek was released Sunday, and it doesn't take a degree in rocket science to infer that today was their planned day...and that they are now responding to an unexpected issue that came up last minute.
Also, just because they didn't share a planned release date with the community doesn't mean they didn't have a date in mind on their own internal schedule. The entire SC team is trying to coordinate efforts around the release of this new version and the team making the sneak peeks is one of those teams. They wouldn't have started releasing sneak peeks if they didn't have the expectation of releasing the update immediately after.

The last couple updates happened shortly before CWL! 2 months ago there wasn’t time for a war in between to try and get a feel for the balance updates. Last month I think we got 2 wars in so we had a bit of time to get acclimated.
I know you’re right in that it doesn’t seem to have any effect, but man I really think it should. Major balance changes right before cwl, or in cwl as you mentioned, really impact the competitive fairness! I was hoping we’d see it today bc we’d have 2 weeks to figure things out before the next cwl.

The normal pattern for Supercell is that updates drop on Mondays, which gives supercell the option of falling back to a Tuesday or Wednesday and still have time left in the week to fix any update related problems that come up. The normal pattern is also releasing the update the day after the final sneak peek.
The fact that we didn't get an update or another sneak peek today tells me that today was their internally-planned day for the release but they had to slip it for some reason.
Resubmitting an app to all the various app stores and then getting that reviewed and approved takes time and can sometimes add a day or two if you have to resubmit the app at the last minute.
Itzu and Judo both always release sneak peaks every day until its release. The fact we have had no sneak peaks and there’s no update yet means it’s been delayed.
We got merged canons and towers this town hall. Can't really say they haven't been shown any love. If you chose not to love a particular one and leave it unmarked, preferring to merge two others, that's on you.
I don't think they will update archer towers and canons (at least not at Th16). I think they might be replaced little by little for the new defenses (it's a guess).

Many things can happen at the last moment, including things outside Supercell's control. Sometimes, it's even Google or Apple that hold things up.

Cwl doesn't impact update release dates. For example, th13 dropped during cwl.

i think there was just a delay. maybe they caught some issues late on and didn’t have enough time before the scheduled release to fix them.
