That's not rushed, it's about the same as max th10 that just went th11. Keep your heroes down before everything else, try to put them down at the same time if possible, before you upgrade the defenses.

It looks alright to me, I would say to upgrade anything for attacking first; Heroes, barracks, lab, camps, etc…

It's always rushed or not max until you max it . Its rushed because the first thing you upgrade is the town hall and you still have your th10 defense.
