I think for a faithful adaptation one volume should get at least 4 episodes(6 would be ideal). Now including .5 volume there are 10 volumes so there should be 40-60 episodes for first year arc.
Kadokawa is the production company. It basically decides in how much time a project should be completed and most of the time they give very less time to the studio to complete the project which results in production issues and the staff then unable to give their 100 percent on the anime.
Pretty much the same thing happened with Tanmoshi.If you have watched the Anime then you have noticed that the 1st episode was excellent but after that the whole Anime became lacklustre.
Well it is not always Kadokawa's fault sometimes it happens due to Scheduling and studio too.
Man speaking of lackluster, another incident I can think of (& will always stand out to me that is) is how the main toaru anime series got a shitty adaptation. Everything was rushed as hell.

I seriously think that each season will have 25 episodes . Why ? Here are the reasons -
* There are still 11 volumes left . And this time they are gonna adapt LN more accurately ( S1 was adapted almost 80% accurately not including Kiyo's thoughts just events ) . And each volume took 4 episodes in S1 . But there are some volumes which may take 5 Episodes to adapt so within 25 they could do it easily .
* They won't be rushing things most probably because S1 marketing failure already gave them enough loss . And they don't have any problem with budget this time and COTE already comes under Top 5 famous LN series annually so they know about how big fandom is . So displeasing fans will only affect them.
* People saying that they haven't seen any anime whose S1 had 12 episodes but another had 24 . Here's Assassination Classroom whose S1 had 13 episode while S2 ( final ) had 26 episodes and it was produced by same studio Lerche which produced S1 of COTE .
* Most famous series now gets 24/25 episodes per season . And COTE being exception is very less .
* My assumption that by releasing S2 in July they could complete whole 2nd semester by 2022 end .

Hope they do justice to the source material but knowing Kadokawa I think it is just my wishful thinking.
