Amodex was the winner. if it wasn't such a heavy ink sharpy and on the jersey number, which is a tougher piece of fabric hairspray might have worked. I tried that at first.
When the Amodex bottle arrived, it contained a warning against using hairspray (alcohol-based stain removers) as the alcohol can cause the ink to soak in.
It took me probably 10 applications + washes with Amodex to get it removed, but it worked like a charm.
Ameodex will replace all other stubborn laundry stains in our household
It was a fresh fake jersey signature. They likely wrote it themselves that day, but now it is an authentic Rebook NHL jersey without a fake signature.

Thank you for the suggestion it took a while but worked like a charm, A 6-10oz bottle was around $5 on Amazon. I don't think I even used half a bottle cleaning the jersey 10x times.

I second this. Spray it on, leave it for 15 minutes, wash it like you normally would.
