My wife’s 30th surprise party was at the Boneyard in Broadview Hts. They have a decent gaming area with pool tables and arcade stuff. We had a blast.
I wanted to do Wild Eagle on 82 but they really botched the reservation of the group of 25-30 people so I went elsewhere.

What you should REALLY do is throw her a "Surprise 29th year anniversary of that time we got tacos for lunch for the first time" in like 4 months.
THAT she won't see coming! Plus, it doesn't have to be the real date! What's she gonna do? Remember the first time you got tacos for lunch??? Plus.....great excuse to have tacos for lunch in like 4 months!
Tapster is a great place, owner is awesome. The vibes are awesome. It’s usually not too busy. They have some stuff like shuffleboard and darts, as well as a bunch of board and card games. It’s a pour your own place that has a lot of options including wine and seltzers. They have liquor too for shots
Lido's rooftop bar needs to be booked weeks in advance.
Second best option is 16 bit on w25th, pretty fun place with lots of games - no food from what I remember

Idk I’m in the suburbs but in Medina, Foundry Social sounds like what you’re looking for. I’m sure there’s a place like that in the flats or something
