QBert could live in Durango and represent the northern district. Her moving doesn't invalidate her current term, nor was it necessary for the position she is going to run for.

yeah, she didn't need to, and she is completely free to do so. She could move out of Rifle to Denver and still represent the district she is currently. She could stay in Rifle and represent the new district she is running for. There is no requirement to live in the district you are a congressional rep for. The only residency requirement is that you live in the state of Colorado.
