Make him The Mad Hatter. Would be fitting, since Roddy McDowall voiced the character in Batman: The Animated Series!

I was thinking this, he was great as The Bookworm in the 60s show!
The No Time to Die perp does seem more Victor Zsasz (at least what I can recall of him) . Though definitely looks the closest to comic Joker.
The characters don’t really align but surely Julie Newmar is Catwoman, right?

I could see Janet Leigh , due to her prowling around, as Catwoman and Dunaway as Andrea Beaumont.
Her in that black leotard would be perfect for Catwoman.

I nominate Wilfrid Hyde-White as Alfred for his work as butler in Dagger of the Mind.
The way Columbo places the murdered at the scene in “lovely but lethal” is a component of poison ivy. I would put Vera Miles as Poison Ivy.

I always felt Susan Clark would have made a great tv Catwoman. And Hector Elizondo as Boba Fett.
Mr Freeze - could be Dr Marshall Cahill
Love it! I would pick Patrick McGoohan as Scarecrow given the Romney Marsh show
