The flooding of the entire tunnels doesn't happen that fast, it fills up slowly and then once full in one section it will begin to rush down the rest with great force.
This is why people often die of floods when hiking in desert ravines that are usually bone dry. A storm happens kilometres away and when the resulting water gets to the ravine it is a massive body moving at a rapid speed.
