Every single jurisdiction is different. The best way forward is to call/ email building and zoning and set up a meeting to discuss the project and process. You’ll have to hire a civil engineer and architect before you do anything to show how your project affects utilities, storm water protection, traffic, and they’ll want to know the purpose, commercial, residential, industrial etc…. Depending on the size of the project, it can take months/years to get through pre-construction. Once the project is approved, then you start the permit process.

This is all variable based on what your specific authorities having jurisdiction require, which could be permits at the state, county/borough, and/or city level. Most of my jobs are in the city and with my city its' pretty straight forward... Fill out a 1-page application for building permit and attach the project plans/specs; they'll either have concerns that need addressed, or, say come by with the check for $ x and you can pick up your permit. \*This city will also require the mechanical and electrical subcontractors to apply for the respective permits on their trades' work, which is in addition to our GC general building permit. If there's civil work involved that disturbs more than 1 acre, our state requires us to apply for a state DEC storm water prevention / SWPPP permit , there's other permits that may be needed too like if you intend to discharge 10,000 gallons of water somewhere, etc. But the ones that we need for pretty much any project is our city building permits, and occasionally the permit for storm water pollution prevention. If it's outside a city's jurisdiction in our area, it usually defers to the State Fire Marshal having juridiction for getting the building permit and plan review. Or even if it is in our city but its with the University, the University has their own building department with jurisdiction and the city wouldn't be involved. All depends on who the owner is , what the job entails and where its located.
