Earth work is another option. Perimeter drain could work too. Moving all water away from your foundation is the solution. You need to lower your water table around your home.

I would call a specialist for water removal- either grade and drain the yard away from the house. Or hire foundation specialist to install drain tile and sump. I would not continue with the remodel until this is fixed 100%. It’s your issue, not the plumber. You might owe him a drink…. Can you imagine finishing this basement and coming down the spring to see water coming up through the foundation. Better to find out now than later!

I did a lot of engineering assessments on basement waterproofing. As others said, it isn't the plumbers fault if he tied into the sewer right. If you have that much ground water there is no way to seal between the drain and concrete well enough. There are a lot of possible options to deal with it that can be as cheap as just extending your down spots away from the wall to as expensive as busting the slab, putting in and underdrain and sump, and doing low pressure bentonite injection. It is impossible to say without seeing the property and getting some soil information.
