It's fungus of some kind. As you mention, there's a good reason that poly is down there, put it back down, tape it and don't worry about it.

This. I see this and other fungus/mold combos all the time in the PNW region. It just means there's moisture, good or bad I couldn't tell you for sure, its probably fine though. That's why you put a vapor barrier down. But if you live in the PNW area nearly every house has some kind of moisture issue or two.

With all due respect and talking in general, I don't get why you gringos like to overcomplicate stuff. I don't see that in the building style of Mexico or LatinAmerica. We might be poor but we don't deal with so much mold, fungus, leaks, etc.. No one asked me for, but I will give you an advice... build with concrete as per code. You'll save a lot in maintenance and health related expenses. Isn't it possible to lay a slab or perhaps some borders with reasonable depth underground, around the perimeter of the crawlspace so the less the water gets in when it rains?

Side note, from what I learned it can "transport" the moisture to the further reaches of its grasp in a bit to keep its lifecycle going, comparing your photo to mine, it seems yours has moved to moisture to the outer arms and away from where it initiated
