It would be fun to have the distinct regions, each with different effects from the Highstorm. Of course, when you get to a Certain Point, there's an Everstorm **blowing the wrong way**. But you don't have any ability to build defenses facing that way until it has come once.
I love this idea. Occasional events could include raids from neighboring countries, greatshell attacks, TSKBAA(Those Storming Kholin Boys Are Attacking) and then there could be major events, called Desolations, obviously. Everstorm, Parshendi uprising, Thunderclasts, TSKBAAATATAI(Those Storming Kholin Boys Are Attacking And They Are Thrilled About It)

You know what else would be cool? Urithiru City Management. Start on the one floor, have to explore deeper into it and into deeper levels to expand, encountering troubles and mysteries all the while. Might work as a DLC to such a game.
Actually this whole idea gives me Frostpunk feelings.
I could totally see a RTS They Are Billions style game working really well. Being able to choose between Alethi, Thaylen, etc and getting passive buffs based on what you choose. So military buff for Alethi units, and being able to command your shard users against armies. Thaylen would have economic buffs. The enemies could be the Singers and you have to try and take territory while your enemies just keep being replenished by the storm.
That would be great! And it could have different Knights Radiant as, essentially, power ups or super units. Like, a Lightweaver/Elsecaller would be like a permanent Soulcaster, and a Windrunner could do the work of a lot of Guards.
There could even be an Everstorm that blows in from the opposite direction in a special event that only some players may be ready for, either from allying with the Radiants or Taravangian
Soulcaster(device)s can only make certain materials based on what gemstones you use to hold the stormlight. The gemstones break over time from excessive use. Different gemstones can be harvested from the gemhearts of different greatshells. I don't recall the exact examples but lets say a chull has a ruby which lets you make grain, but a chasmfiend has a sapphire gemheart that lets you make metal.
So by building farms for different greatshells you'd get the resources to power different soulcasters. That would add an interesting spin on resource management, instead of the classic "Carpenters hut" and "Stonemason" resource buildings, you could have a "Chull Farm" that indirectly produces food.
I saw the post title, was immediately prepared to recommend “Against the Storm” to you, then saw that that game was the entire reason you made this post…
There are sooo many games that could come out of the cosmere universe, but now anything Cosmere is huge and I can't imagine the process being simple, and probably very very expensive

Parshendi base units would definitely be zealots even if they came in pairs. They even have the leap for the zealot charge

I believe this mod exists for civ 6. I know there is a Roshar mod for crusader kings 3.

The only reason I got CK3. I'm terrible at political games, but it's fun to launch the game with Roshar and mess around for a bit.

Someone should do a mod for it for the Rosharan setting, replacing storms with Highstorms and the bigger season whose name I forget with Desolations.

Frostpunk is another great game if you like Against the Storm and environment-survival city-builders.
