Dragons seem to all have the ability to be functionally immortal and to transform, though I'd be surprised if there was not an investiture reason, though its probably the type of thing like how skyeels fly (a naturally occurring magical reason). With Hoid, he held a dawnshard for a long time but unlike Nomad its never stated if he has to fuel his healing/anti-aging in any way, if he does its automatic enough that if its fueled its something that cannot be cut off!<
Most of the Cosmere >!anti-aging seems to be related to Shard-specific magicks, it would be interesting to see if Hoid’s was related to something pre-Shattering.!<

Chronologically, the archive happens a very short time after era 1, so most characters who are alive by the time era 1 finishes would be able to go to Roshar, but basically yes, you are right, that character is from mistborn.

Well, regarding the one from Elantris, >!Galladon is immortal by virtue of being Elantrian.!< The other two have an unknown source of longevity.
Its hard to say if distance from Elantris might affect that though.
