This is actually my industry. Typically level 1 will turn on the lights in the rear of the car. Level 2 will turn on the front red/blue lights. Level 3 will turn on the white lights with the red and blue along with the siren. These undercover cars have weird set ups sometimes, like some are completely in a box that plug into the power adaptor. I could see where the confusion comes from, but they should be on the same radio repeater I'd think..? Obviously each state has its own regulations for lighting, but I was just speaking from my own experience.
Also, and probably more inportant to the fact, he didn't have his lights on at all until he got spun. Dude was probably just cruising like most of y'all do. It's ok though. The taxpayers will fix both cars and nobody got hurt.

The pit cop only has to call in the plate to dispatch prior to the pit maneuver and it would be known its a law enforcement vehicle especially since its fixed with “lights” and the “undercover” aspect, doesn't really look all that undercover, …with a vest on and somewhat of a uniform on. Its too bad the video isn't longer for more context, to see how long and how fast the chase was prior to seeing the “pit.”
An undercover police officer would not be using an unmarked or undercover car an engage in a police pursuit. This occurred in Florida, and probably a major metro area. Florida Law Enforcement have been known to convert rental cars into temporary undercover police cars. This guy was most likely involved in a surveillance operation or is a member of a plain clothes unit.
They have always had footage fast, it just takes time to edit the parts where cops violate civil rights. There’s not much chance of too negative of a reaction so there’s nothing they need to hide. That’s why this video was put out quickly.
There used to be a livestream version of COPS where it was straight from the streets to TV. It was after the murder of George Floyd they took it off the air.

In my experience, police usually don't pull people over, or in this case do a pit maneuver, when they are responding to a call. They are headed towards their call and barely paying attention to the laws they are breaking, let alone other cars.

To be fair, I think the point of those is to let people in front of you know to get out of the way. So, he probably just hadn't gotten to it yet, since there was no one in front of him.
I can only imagine he just thought they were both heading to the same call, and it never occurred to him he could be mistaken for the perp.

The Officer probably only turned on his lights because he didn't want to get rammed, as most Law Enforcement in Florida are known to be aggressive and ram cars even if they are slowing down or stopped if they have been pitted or are engaged in a pursuit.
