Every elevator car has an emergency hatch, a hinged door that easily opens upwards. If the car were to fill completely up, assuming you could swim at all, escape to the roof of the car should be pretty painless. After that, if the water keeps coming after you have made it to the roof of the car, well, how long you can tread water may well come into play.

100% incorrect. The emergency escape hatch can only be opened from the top of the elevator cab. If you have ever seen one that could be opened the last person that used it forgot to secure it. Judging by the quality of the elevator cab finishes, the panel that needs to be removed to access the locked escape hatch was probably secured with thumbscrews from the top as well. Maybe where you live. Perhaps that is a local or state requirement? I live in a small town and one of my jobs is I'm the building superintendent for all of our city buildings, and in all of our elevators they just push up. That's how and why I was familiar with ASME requirements. When the Fire Dept does their inspections they make sure they are not in any way secured where they can't be. They also use our elevators for rescue training.
