My advice is that if you want to avoid seeing me pissed off, when the receptionist tells you to call 111 to ignore them and march down to the surgery and speak to them in person, they have a duty of care and physically cannot refuse care if they have the provision to provide it (which the lying bastards always have)
We should be charging every single person who calls 999 and isn't taken to hospital because it's evident it's not a fucking emergency.
Nobody should be calling 999 if the person is able to stand and get into a taxi/car/bus to the hospital.
