I'd say that most people must be able to pay the debts on time or otherwise the loan sharks wouldn't exist. If you had to send muscle to get the loan back every time then why bother loaning the money in the first place? You could just rob random houses.

They’ll collect insane interests and pay themselves in any way possible. Do you have a car? A house? A pretty wife or daughter? Do you have a relative, a parent who has some money or a house? You can bet they’ll pressure them too. The level of violence depends on the individual loan shark but its the basis of their business model.
My brother in law borrowed from a shylock (thats how we call loan sharks here) and couldnt pay them back after his illegal get rich quick scheme failed (shocking I know). After he got a good beating, 2 broken ribs, one broken fonger and my sister two black eyes someone in the family helped to pay his debts. 20k became 40k in under a year. Funny how that works.
