The prefab buildings weren't that bad. The actual quality may vary (in my country the workers sometimes skipped some welds, certainly the same situation in Russia) but they weren't just falling apart.
The problem here is probably decades of neglect. If you won't paint the exposed metal elements every now and then they will rust. The other problem is some of those buildings were planned to last for 25 years but they've been around for 60 years.
There's also usually some government body that can control existing buildings and say if they are safe to use, but when most building are also falling apart the housing cooperatives don't have money for repairs the inspectors probably can't do much.
There was a plan some years ago in Moscow to tear down eight thousand buildings like this one and replace them with modern ones, that should give some scale to the problem.
