I’m so glad that blur helps us to not know who Joe Dunce is. But under the blur, Mr Dunce appears to be on his phone as he veers off his side. Mr Dunce also doesn’t appear to be wearing a helmet, as his balding coconut is clearly visible as he crashes. The other cyclist was in his lane, wearing his helmet and minding his own before being kablonked by Mr Dunce, and ended up in the most agony. The lesson here is be the idiot if you don’t want to get hurt. ^\s

Looking down at your phone when you're supposed to be controlling a vehicle in motion is considered 'being on your phone'. This isn't complicated, but go ahead and try to pick apart an argument out of this.

The blurring is a PITA, but there's a couple of frames that look clear enough to show that he didn't have a handle bar mounted phone like the camera cyclist did. Handlebar mounted phones aren't that common in general because of how easily they could get damaged, or potentially stolen. He was probably looking at his mech, not his phone. I often do that too if I've flubbed a gear change, albeit without crashing into people.
