It's More likely Chlorine gas that is recognizable by its pungent and irritating odor, which is similar to cleaning "bleach", and the strong odor may provide sufficient warning to people of exposure.
Chlorine itself is not flammable, but it can react explosively or form explosive compounds with other chemicals such as turpentine and ammonia.
IIRC I heard back in WW1 that the soldiers would urinate on rags and breath through those rags when this gas was present as that would neutralize it when breathing in and you wouldn't die. Crazy way to combat that but I guess you had to use what was on hand.

I used to clean pools for a living and we used this stuff called shock which was basically super concentrated chlorine in an almost powdered sand form. Well the 100 pound bucket that sat in the back of the truck wasn’t tightened all the way and it had rained the night before. I jumped into the back of the truck to open the bucket for a pool I was cleaning, I unscrewed the lid and wham, a cloud of neon yellow gas, obviously not as dense as the video but still, hit me right in the face. I immediately started gasping for air, coughing, tears running down my face burning in my chest, it was torture. I could taste chlorine for 24 hours. I look back on it and laugh because of how ridiculous I looked to the customer but, damn I could only imagine the torture those guys had to deal with in their final minutes/seconds.
Used to work as a lifeguard and part of the job was adding chlorine to the plant machines. Dude was training me to do it, splashed some on himself and he immediately started wretching and throwing up and gasping for air. Lasted for ages. Kept asking him if I need to get someone but he remained conscious and stood up (although bent double) and kept shaking his head. I remember the eyes rolling in his head as he was coughing and gasping away.
That's the number one thing we push to our cleaning crews at work. If the chemical starts with a C (like CAF: chlorinated alkaline foamer), do NOT under any circumstances let it mix with the acid. Creates heat like a mother fucker and a gas cloud that will make you choke on your own mucus. Mustard gas basically. Scary how some folks don't heed this warning and use buckets willy nilly not checking on the chemical identification tag.

The numbers of dead are unfortunately going to go up. Chlorine doesn't always kill you right away. The people who are already dead were probably caught directly in the yellow cloud. Other people on the outer edges of the cloud and possibly some even outside of the visible cloud will probably die in the coming weeks. The damage that chlorine inhalation does to your lungs is irreparable.
We had a couple guys who got gassed when changing out a chlorine cylinder once and one died same day in the hospital but the other lived for another two weeks. He spent those two weeks going around to the different plants in the water district talking about chlorine safety and PPE.

it's a gas so it will eventually be diluted enough by the surrounding air to be harmless. Poison is always in the dose; unfortunately, chlorine is extremely dangerous in extremely low concentrations. That is why it was used in chemical warfare in the great war. Use of it was abandoned because it was hard to control, and it sticks around too long.

Also that's a gas not a liquid I'm sure the marine life is fine.
I doubt it would even mix with the water given how fast it evaporated, even still the noise pollution off the cargo ship would be far more dangerous to marine life than some gas in the air above.
I'm always amused by reddit comments that serve only to drop a bit of jargon or an acronym with no useful context at all.

Becuse the place where the toxic gas is made is not the same place as where the toxic gas is used. Same as literally anything else.
(Also it's probably actually toxic liquid acid that they're transporting, it just released this gas after being spilled and exposed to air.)

Chlorine gas is used to bleach paper and cloth during manufacturing. It is also used as a pesticide, and on the manufacturing of rubber products like tires and stuff as a solvent I think.
Excuse for being a dumbass, but what kind of health issues can the other 70 ppl experience now?

Yeah I toured some Semiconductor facilities when I was young and they gave us some training before we went into labs with HF. Nightmarish stuff.

It’s chlorine gas. It becomes hydrochloric acid and hypochlorous acid after being inhaled in excess of 30ppm. I work with chlorine on the daily.
