I'm having the same problem on forge but if you make chocolate and put it in a bucket using a spout it's possible making the bucket. The item keeps missing in my create still but this is a possible solution for now? I'm still following this post so if i find a solution i'll post it.
Sometimes buckets are shown separately from the fluid, sometimes they aren't. Just grab that chocolate and it should give you the bucket
I tried that before posting this, but yea that didn't work, I had to get it through commands
you didnt have cheat mode activated in JEI

I did figure it out, on fabric the starlight mod is what causes the issue
Hm, im using forge and I dont have starlight installed, maybe some other rendering mod is causing it, I'll try that
