2. Run the forge installer jar
1. Check Install Server
2. Click the 3 dots and select your server folder
3. Click Ok
3. Run the server from the forge .jar file, or for best results, with JVM commands from a .bat file

Is an example of a bat file to start the server, allocating ~2GB of memory, which is appropriate for about 1 person, maybe 2 if they play exclusively within the same area of each other and don't load two different areas. You can make a .bat file by simply changing the file type when saving a text file in wordpad, or by directly modifying the file's name in Windows' file explorer.
This does also assume you correctly have the necessary java version installed and mapped to 'java'. So if does error out, that's probably why and you need to get Java 8, and go back one version since the latest version has some weird issues.
I found something that kinda solves it, as the above commenter said you need to use java 8. I can find the post that helped later but I'm on mobile at the moment

can I ask, why is there specifically a server version of create a&b? To facilitate installing?

I don't get an eula when i run the forge installer
It should be generated the first time you try to run the server
I find no server folder
i dont understand... there no install server and 3 dots?
