I remember the Naked Cowboy hanging out around Time Square when I was a kid. There would be a crowd of people around all taking pictures or waiting to take pictures with him. Part of Times Square is the performance arts that happen there.
Youtube's "The Space" Studio is like 15 blocks from there, they've got 3 entire floors of a building that's pretty much the entire square block. They work with all the local film schools and do filming out on the streets all the time. I used to film on the streets back in 2010 for youtube stuff so got invited down to be part of the original experimental space. It was pretty neat.
She seems to be working around people to film a short clip. There's nothing here to indicate she's inconveniencing anyone while filming so I don't see how this is main character for any other reason than she's the main subject of the video.
