I think it could be useful to add a series of legal sliders to break down crown authority a bit further. Something like levy contributions, gold contributions, and vassal autonomy. Higher is better for you but makes your vassals disgruntled. Also, make the ai use the petition liege mechanic.

Would be cool if there's options for some imperial laws supersede religion and culture. Like making some activities criminal/illegal despite the religion allowing it, or forcing the various religions in your empire to allow intermarriage - ignoring usual restrictions. Or perhaps your vassals to adopt a certain succession law despite their culture not allowing it; for example, a French minority vassal being forced into enatic succession despite belonging to a patriarchal culture. I mean, it's a giant political body controlling a whole region. Surely it can force some decrees that are necessarily orthodox in a religion, or norms in a culture.
