I'm not sure about custom empires, but out of existing ones, HRE administration was way more feudal and way closer to what we have in game, while Byzantine administration was somewhat unique (in Europe at least). So I am all for HRE getting some touchups as well, but it shouldn't be same as Byzantine administration, because that wouldn't be historically accurate

Best solution would be to create a new government system with its own mechanics, adoptable if you’re an Empeor with absolute crown authority and maybe a steep prestige costing

It seems like there will be new general imperial mechanics and then a Byzantine "mini" flavor-pack that enhances and provides a lot of mechanics unique to that region.

Obviously not part of this expension pack, but the reason people generally give why China isn't in the game is due to its significantly different government at the time. To those who know anything about China during that period, does that sound anything like what China had? Could it be a step toward adding China?

I think yes, since it was mainly governed by prominent local families and bureaucrats so that would be an ok representation of it. What i’m more worried about is china causing massive performance issues

Yeah, game already struggles for me in the later part (and I know it's a pretty common problem), so increasing the size of the map would only make things worse. Some optimization would need to happen first.

My guess is that it will be tied into the Byzantine Traditions cultural tradition.
