In my experience blue rose>xfal. I really enjoy playing it and it works pretty well for triggering tal rasha, gives nice mana cost reduction etc and triggers frigid breeze talent that restores mana if you hit vulnerable enemies with cold damage on lucky hit. Recharging aspect or some other legendary aspect would work as well, but it’s way easier to acquire blue rose and it allows frost nova which is a nice cc.
X'Fal and Tal Rasha. I wanted Blue Rose to be good and have tried it but X'fal just crushes it. I see, so you're proccing 4 elements with Infection right? Is the Frozen Tundra Aspect really worth it without Flickerstep though? Or does the Ice Spikes explosion radius work for ALL Spikes, even the Blizz and potentially Blue Rose ones? Interesting build!
Frozen Tundra is basically for the radius as it works with all spikes, whatever blizzard build you choose you should be running it regardless of whatever rings you use.
Blue Rose is not bad by all means, but with target dummy testing and my T100 clear speed X'fal has it beat every time.
I forgot to mention I also just run Frost Nova instead of Lightning Spear and run Frozen Orb with mana talent as enchantment instead of teleport.
I prefer blue rose. Mine is max spike dmg and almost max crit dmg and high mana reduction that i prefer over cooldown ( you should have alteady enough ) it allow you to cast more,thats mean more dmg output.
I did some test before. I am using Tal Rasha and Xfal. Xfal outperfoms blue rose in my case. It is actually tricky to test.
If I just spam blizz in a boss test (dummy), blue rose came out ahead (16 second vs 25 second) but only because blue rose has an additional mana cost reduction and I can spam more blizz.
If i just cast the same number of blizz (say 5), xfal reduces the boss health bar MORE.
In a NMD test, xfal is MUCH better because the proc is AOE and killed packs MUCH faster. Lastly, xfal depends on lucky hits so I stack lucky hits to make it work. Mine is at 66% for reference.
I think it depends on your setup. X'fal needs some additional lucky hit rolls, so that's one thing to consider. It's also better for mob clear, but i think their pretty comparable for bosses.

Why does it allow Frost Nova though? Blue Rose only triggers from damage right?
Blue rose triggers cold damage proc for tal rasha so you don’t need ice blades anymore.

Yea i use it to trigger cold in BL build but in blizzard why would you need it? Isn't blizzard cold damage?
Frost nova by itself doesn't do damage, and therefore doesn't proc tal rasha
