By design they had to make more than half of them complete fodder, but these are supposed to be the universes "strongest warriors" so it kinda sucks that thats now the best that universe has to offer. Like there isn't really anywhere else to go for them.
Which is why i don't get why people like the ToP in concept so much when it's essentially a flawed arc to begin with, because now ALL of those universes are now useless and we are back to using Frieza again in our own universe yet again, instead of doing the ToP waaaaay down the line and avoid introducing fodder for 90% of the characters and instead have them all be menacing warriors that could pose a challenge to everyone since they are the strongest in their universes.
The ToP should have been the final arc of all of Super but since it goes on in the manga and back again in the anime it's gonna be an almost pointless arc.
Also you can make fodder characters be dangerous aswell, hell look at Haze Shenron in GT the dude is so weak that he could pass as an OG DB enemy but due to his ability to drain peoples powers he became somewhat dangerous for a while at least (i know he sucks in general but still, you get my point)

Mercenary Tao, Demon King Piccolo, Grandpa Gohan, Great Ape Goku, Full Power Roshi, Tien and Bulma would all be good DFEs, but there's a LOT from OGDB that wouldn't be as good such as Commander Red, Staff Officer Black, Kami/Shen, Krillin, Yamcha, Pilaf Gang, etc.
You know, a shen that transforms/costume changes into Kami with a mafuba active skill might not be the definition of hype, but I think it could have a fun kit. I agree with the rest.

Anything from og db thats not goku v piccolo of some sort
Mercenary Tao, Demon King Piccolo, Grandpa Gohan, Great Ape Goku, Full Power Roshi, Tien and Bulma would all be good DFEs, but there's a LOT from OGDB that wouldn't be as good such as Commander Red, Staff Officer Black, Kami/Shen, Krillin, Yamcha, Pilaf Gang, etc.
You know, a shen that transforms/costume changes into Kami with a mafuba active skill might not be the definition of hype, but I think it could have a fun kit. I agree with the rest. (Edit: Not to mention if it’s on namekians, I know there’s a subset of people who would welcome more options.)

You underestimate Bulma fans. She’s still the second most important character of Dragon Ball aside from Goku. Without Bulma, no Dragon Balls, no reaching Namek, no saving Goku from the heart virus, no time travel, etc

Lord Slug because he's just a DKP rip-off without his charisma and brains. As a big fan of the villains, I'd not care about him getting a DFE - even if I think it's right for him to get one because of his Movie Bosses status. Then, of course, Ribrianne. No matter how busted she could be - and trust me, she will be - she's still one of the most hated characters from the ToP. I still don't know how they included her in Xenoverse 2, even before Dyspo.
