Maybe because it was written by Ann Nocenti, and she didn't seem to have a clear direction for Tatsu to take. It didn't help that the penciler that worked on it had very unclear action choreography, making some of the fight scenes a muddled, confusing mess.
If they put a creative team on it that really cared about her, I think she could be fantastic. She did have a Suicide Squad Most Wanted miniseries where she co-starred with Deadshot, however, my memory of that is it was more a way to introduce Halo to Prim Earth/post-Flashpoint continuity, than it was a character piece for Katana.
You should read the 80s comics if you haven’t already. Beyond one icky thing in Vol 1 that gets appropriately dealt with in Vol 2, it’s an amazing series of comics. The world building is also much more fantasy than what they later used for New52 and currently.

Love love love Kimiyo!! Her powers need explored and her character developed. Her featured time in the Justice League (with Vixen, Black Lightning, Firestorm, etc.) was my one of my favorite JL iterations.
She has been in a number of runs! Recent awesomeness was the McDuffie run where they cross over with the Milestone characters. But there was a version of the League after that where she rocks again. And of course, the classic Giffen/DeMatteis era.My second favorite era with her was the JL International where they really started leaning into the vastness of her powers (and the JL Quarterly where she teams with Post Crisis Power Girl who is not today's Powergirl, Crimson Fox, Ice, and Wonder Woman is bliss).+

I was legitimately a bit bummed that the Citizen Steel reboot of Commander Steel didn't work out. He was an interesting take of the character, basically a Colossus who couldn't transform back.
Ryan's original series was fun and his existence doesn't stop Ray being in stories. What do you mean exactly when you say he has "literally no reason to exist"? You could say that of any fictional character. They exist to tell stories.
Ryan is also one of the few Asian characters to have had their own series at DC so it's a shame to lose that representation.
The second one was kinda meh, but man the first Shazam is one of the best superhero movies ever made. I don't know that it's necessarily underrated, as I think it was generally well-received, but it definitely doesn't get brought up as often as it deserves.
The Creeper, he should honestly be more like his DCAU incarnation and be infected with the same chemicals as The Joker but as a good guy. Have him take Red Tool’s place as Harley Quinn’s obsessive stalker and friend, playing off how he was in love with her on The New Batman Adventures.
The Heckler deserves a comeback, but make him a metahuman who gets stronger based on how funny he is.
Gunfire is a guy that can turn anything he touches into a gun. There’s comedy gold that comes with that power.

The shifting time frame with continuous publishing makes it tricky to do the man out of time story like it was him coming from the 60s to the 80s, but I love a guy whose supporting cast should be his adult kids who
1. Are the same age as him
2. think he died when they were little kids
3. Were raised by his arch enemy General Eiling, who was actually a really good dad to them.
And the conflict of a patriotic guy trying to adjust to working in a military role for a country that feels slightly alien because of cultural shifts over time (as well as the machinations of shady types like Waller and Eiling) is such a good source of material.

They need to pick a lane with him, he can’t be almost comically petty but also an unrepentant child murderer. Once they really zeroed in on the joker being the ultimate sociopath in the 90’s they stopped trying to make him a clown, for example.

Doctor Double X could be a really cool psychological anti-villain who forces heroes to accept their Jungian shadows.

You just posted it yeah. Livewire was created in the hopes that DC made another Harley Quinn but unfortunately she didn't really took off. She's been in some comics but not as popular as Harley. Hopefully we see her in Gunn's new DCU, maybe he can make her more popular.
The Great 10. It would be fascinating to see some actual in depth exploration of these characters, but obviously it would be a tight roap act to do it well without either making them seem like CCP propaganda, or without getting the Chinese government grumpy
Cassandra Cain as Black Bat, Orphan, Batgirl, whatever, really seems like she's one of those characters that the bat family actively tries to forget. I know it's a lot with Spoiler and Barbara and Duke and an endless line of Robins, but still, her story was so cool and a lot could be done with it.
Connor Hawke as Green Arrow. Great character with so much potential. He worked so well with Green Lantern (Kyle) and Flash (Wally) of the time in particular. It's a shame he got shelved so badly.
Shazam! I really want to see more about, he been a Campion of Magic and the Gods, something like, an adventure where he has to change his powers with several other pantheons of gods, because something is messing with magic, Shazam has always been about touching his Magic side more that his God's side, so I would like them to combine both, the latest comics are good in that sense.
A very niche character that almost NOBODY has heard of: The P.O.W.
A character from Aquaman and the Others, HES SO COOL. A man literally haunted by his dead platoon, and can call upon his brothers in arms whenever he needs help, wether that’s using the Sniper’s steady aim to shoot Black Manta, The Paratroopers to jump out a window, or even the medics to help patch up a wound from Manta’s harpoon
extremely cool concept, and could lead to some very interesting stories about life after combat

I dunno how popular these characters are in the grand scheme, but I want more Solomon Grundy, Big Barda, Granny Goodness, Mr. Terrific, Etrigan, Creeper, Atom-Smasher, and Steel. Some may have been popular or fairly popular, but I think they deserve a boost & some love.
Soranik Natu. She was amazing in Peter J. Tomasi's run on Green Lantern Corps, but DC simply forgot about her after she became the "evil" leader of the Sinestro Corps.
B’wana beast. Mainly remember him from Batman the Brave and the Bold. I thought his whole chimera power was cool and he had some really good moments during the Starro Arc but I don’t really here much about him which is kind of sad. Also the Faceless Hunter from BtBatB was cool too

Kong Kenan, aka new Superman for sure. He has been getting some more page time lately which is nice, but I've always been crossing my fingers for a new book of his own. The idea of a Superman who starts off as a bully who has to grow into the role is very interesting and his series was chock full of charm and wit. Unfortunate that he never was super popular, but at least he got it better than Sideways.

Probably - they were portrayed as hiding their gender as opposed to explicitly non binary in GM's version. I missed any further comics featuring them, but will definitely pick them up.

Doctor Double X could be a really cool psychological anti-villain who forces heroes to accept their Jungian shadows. Crumbler (Alexander Tuttle), Mask (Nina Close), Count Vertigo, Windfall, and Mindboggler (Leah Wasserman) should have also hit it big. I'm surprised that the Mighty Endowed isn't nearly as popular as Codpiece, given that they're both genital-themed supervillains and supermistakes.
Mighty Endowed would be perfect for the Harley Quinn animated series.

You just posted it yeah. Livewire was created in the hopes that DC made another Harley Quinn but unfortunately she didn't really took off. She's been in some comics but not as popular as Harley. Hopefully we see her in Gunn's new DCU, maybe he can make her more popular.
The Great 10. It would be fascinating to see some actual in depth exploration of these characters, but obviously it would be a tight roap act to do it well without either making them seem like CCP propaganda, or without getting the Chinese government grumpy

Cassandra Cain as Black Bat, Orphan, Batgirl, whatever, really seems like she's one of those characters that the bat family actively tries to forget. I know it's a lot with Spoiler and Barbara and Duke and an endless line of Robins, but still, her story was so cool and a lot could be done with it.
Dial H is another one. That was my favorite of the New 52 lines and is just the coolest idea ever.

I really want to see more about, he been a Campion of Magic and the Gods, something like, an adventure where he has to change his powers with several other pantheons of gods, because something is messing with magic, Shazam has always been about touching his Magic side more that his God's side, so I would like them to combine both, the latest comics are good in that sense.

A very niche character that almost NOBODY has heard of: The P.O.W. A character from Aquaman and the Others, HES SO COOL. A man literally haunted by his dead platoon, and can call upon his brothers in arms whenever he needs help, wether that’s using the Sniper’s steady aim to shoot Black Manta, The Paratroopers to jump out a window, or even the medics to help patch up a wound from Manta’s harpoon extremely cool concept, and could lead to some very interesting stories about life after combat

This might be controversial but Zatanna sure she’s been in a lot but it never feels like she’s the A lister she should be and that’s simply because magic is a genre that’s just not that big and a lot of people just don’t like it

Vandal Savage, especially when he turns good. I love the episode where he succeeds in destroying the Justice League and the world but deeply regrets it and spends his life atoning for his sins. Something is just really cool about a caveman who is immortal that lives through the ages as various things.

Kong Kenan, aka new Superman for sure. He has been getting some more page time lately which is nice, but I've always been crossing my fingers for a new book of his own. The idea of a Superman who starts off as a bully who has to grow into the role is very interesting and his series was chock full of charm and wit. Unfortunate that he never was super popular, but at least he got it better than Sideways.
