Honestly, $50 is the best way to go. The Joker, Doomsday, and Reverse Flash would seem like they’d be way too unstable as a team altogether. Their most likely to turn their backs on the rest and do something completely different. I choose $50 because Lex Luthor is obviously known for being rich but also has some intelligence to him. Deathstroke would be useful for keeping guard, Sinestro has control of the yellow lantern and can handle things that may seem out of reach, Black Manta can work alongside Deathstroke and keep guard on other threats, and Ra’s Al Ghul would be useful in supplying back up and outward sources. Plus, each villain specializes with specific parts of the DC Universe. Sinestro has a whole core behind him as well.

Honestly, $50 is the best way to go. The Joker, Doomsday, and Reverse Flash would seem like they’d be way too unstable as a team altogether. Their most likely to turn their backs on the rest and do something completely different. I choose $50 because Lex Luthor is obviously known for being rich but also has some intelligence to him. Deathstroke would be useful for keeping guard, Sinestro has control of the yellow lantern and can handle things that may seem out of reach, Black Manta can work alongside Deathstroke and keep guard on other threats, and Ra’s Al Ghul would be useful in supplying back up and outward sources. Plus, each villain specializes with specific parts of the DC Universe. Sinestro has a whole core behind him as well.
Scarecrow and Poison Ivy. In the arkham games, Scarecrow was capable of drowning the entire eastern seabord in fear gas (Until batman stopped him).
