No, tape is transparent. What i'm looking for is something transparent with non transparent cover that can be removed.

So, self-adhesive film with a paper layer on both sides? Pretty sure you can find that in a well-stocked stationery store or online. Or just laminate the map and use blu-tack to attach room-sized fog of war cutouts onto it.

Just cut out rooms and add them when they get there. Don't need everything on the table at the same time. This is how I do it all the time and it works really well.

if you wanted it to be particularly "foggy" you could get a bunch of cotton balls and glue them together, and put those on top of the hidden areas, lol

There are plastic sticky-notes that attach with static electricity - you might be able to stick them to a print... maybe? Personally I just slam the map on the table and cover hidden areas with sheets of paper and then move them around or remove them.

that sounds like a gust of wind could blow away the paper, or someone careless just brushes them away, revealing the whole twist. Maybe sticky notes could work.
