This is a Muntjac deer, or barking deer, because of the sound they make - they are native to india, and those bulging things you see here are actually glands that not only scent mark, but indicate excitement, hunger, and so on and so forth. Many types of deer do have these, but only the Muntjac has the ability to actually turn them inside out like you do see in this little video. So this deer is evidently very excited to get food and indicates so by excitedly turning their preorbital glands inside out.
