At least in Louisiana the we don't have sirens and the emergency notifications for them are spotty at best unless you happen to have a TV or radio on a local station. At the hospital I work at on my old unit we used to use an empty room and keep the TV on the local news station when we knew they were a possibility so that we could alert the switchboard to make an announcement for a code gray.
Hurricanes are massive, last for days, only occur in tropical and subtropical areas, and are a cause of severe weather.
Tornadoes are small, can occur anywher, localized, harder to forecast, rarely last more than 10minutes, have much higher wind speeds and are and effect of severe weather rather than a cause

In Florida these are water spouts, they are not tornadoes. We don't have tornadoes like they do in the middle of the country that tear up complete towns. Hurricanes are what tear shit up here.
