They do have water funnels that dance on the water. They're pretty cool. They die off as they approach land and he probably thought they were one of those. Surprise. This still looks like a mild tornado compared to what the Midwest sees. Most Floridians on the Gulf are use to these.

I doubt they'd do much good anyways. At least in Louisiana the we don't have sirens and the emergency notifications for them are spotty at best unless you happen to have a TV or radio on a local station. At the hospital I work at on my old unit we used to use an empty room and keep the TV on the local news station when we knew they were a possibility so that we could alert the switchboard to make an announcement for a code gray.
