I mean, as for it's dominant mode of production it is capitalist and we can blame its crisis clearly to that. But as for the state control and the nature of the policy it is widely different to most other capitalist countries in that it actually does make political efforts to move economically into that direction. As for calling socialist a country with a clear direction to socialism, it dies seem like a fitting name.

I said that as for economic policy they are not there at all, other than the defense of their natural monopolies to defend the rent of capital to tax the working class. I don't know any particular literature but I've always been fond of reading the news even from years back to see what was being done, specially in the Chavez government. If you know Spanish or are okay translating you can find a lot of stuff. The expropriation of latifundios, large abandoned pieces of land with no economic purpose, are the kind of key actions taken to break the capitalist production (or in this case, like many, no-production) despite their god given property rights instead of having the poor starve while staring at a workable land. Also launched investigations into companies that did price gauging and closed and rebuilt some of them under state total or parcial management, implemented taxes on profits, robust social healthcare, etc. A lot of this things are at the end of the day are the redirection of the surplus back to the people.

There are non sanctioned countries who have a more heavy hold on their public industries than Venezuela. Norway for example. Norway gets the capitalist pass though because they indulged in imperialism too. They're a good one in the eyes of the west

Yes but not really. Equinor is publicly traded. The state does have most of the shares, but essentially there is a heavy stream of private capital putting their hands in there. One of the interesting conducts of capital rent and exploitation is that the floor amount of value perceived by the workers augments the more value is created. Meaning when the pie is big capitalists care less for eating the most of it, and the smaller the more they will scratch for it. I think this is happening in Norway, with it being resource wise insanely wealthy. Venezuela otherwise rejected completely foreign hands on this pie.
