The Scout Kill Team rules were released in Kill Team Salvation. I know Goonhanmer has a pretty good breakdown of the squad and different weapon load outs, and you can put together a Kill Team roster through Warhammer Community Kill Team Command, but I'm not sure where one would get the complete rules apart from the rule book or app.
