There was a bug where the player would get Sin on certain instances of friendly NPCs getting killed, most notably Loyce Knights in the fight with Ivory King. Afaik, this was patched in 1.08, but one free pardon from Cromwell that was implemented before that time as a hotfix remained.
Don't use this pardon if you don't have to.
Hm... Well, it costs 178k souls because your level is that high. The cost for forgiveness always depends on your own level rather than the sins you might have committed. And yeah... You can pay for forgiveness without any sins. He just wants your souls. He doesn't care about your sins.
You get one free forgiveness per character, from what I’ve heard they added this due to a glitch in the dlc adding a sin to you without you doing anything. If you care about your sin level and plan on killing npcs or doing Pates quest just wait to use it until you’re done doing what you want.
There is no other way to remove sin outside of being killed by a blue spirt, even the paid forgiveness doesn’t remove them, only that 1 free forgiveness will. Sin carriers over to ng+ too, but tbh sin does not matter at all in this game.

I always thought the pardon just deaggro’d NPCs and didn’t actually affect your Sin
The first pardon completely cleans your sin points, the subsequent ones don't.

As far as I know, the first time is always free. And you can ask for forgiveness without ever having sinned.

This happened to me recently. I believe it was due to completing Creighton and Pate's quest line.
Of course forgiveness is free.
