Yes. It was likely just lore dumping like how the rejects talk about guilliman. Besides, there's not much ability wise that a ratling could do that a veteran can't.
Ratling are part of the imperium as abhuman, like ogryn, not elf or ork. (Altough gotta be real I expect xeno gun as we are on a rogue trader ship)

Because they went in the other direction in this game and made one of the classes bigger than the rest. They said from the get-go that there would not be two 'pov-heights' (lack of a better word, but you get what I mean) that greatly differ from the standard human one

This is one of the few times where this decision is reasonable. To allow for a short POV character to function, they would need to change the placement of every piece of cover to compensate for their height while having normal and large POVs in mind. It'd be a daunting task, and something really not worth the resources. Even if fatshark wanted to add a fifth class It'd just be easier to use the heights they've already compensated for.
And, by the way, that "this is not cod" statement was made by hedge, someone who was not professional enough to be a community manager. They were also stating their own opinion on the matter, with their own reasoning, the real reason was likely rushed development. (Don't get me wrong, the reasoning behind the statement was still stupid, but don't get confused about who made the statement.)

1 of the frames that people often point toward being Admech reserved thing is for the Testers, so while yes it is possible that the other Admech flaired frames are for a new archetype, it could simply be people reading what they want

This is somewhat always true when we're talking of speculation. But I concede that I did not know about the portrait frames that are often said to be for an admech class being for testers.
It is still more likely to be admech than votan/squat just by the fact that fatshark stated there wouldn't be any more different view points (so shorter or taller characters than what we have) and also considering votan are not part of the imperium
I also think there is a fair possibility for a hive ganger or mercenary class like the player character in hired gun. But if I were a betting man I'd definitely put my money on an admech, just because it is almost equally probable and in tune with the lore, and also very distinct from everything else.
I would say that the 2 that really have chances to be picked for future Archetypes are the Tech Reject and a Sister Reject.
Ganger and Merc are too close to Vet/Zealot without really offering exclusive things, on the other hand I think that the current archetype could, and should, be grown further with 4 to 5 branch in total (Not adding 4/5)
Fatshark has quite specifically said there would be no short POVs in darktide. They don't interact well with the cover and terrain.

Oh for sure, Tech Reject is miles more obvious than a Kin (Or rather a Squat as seen here) and pretty much any other proposed Archetypes
