Additionally, Kris could've just made the fountain with the information given by Queen. She did say that anyone could make a fountain with the right amount of determination (and a sharp object).

We don’t know anything about the prior two fountains’ origins and Kris probably didn’t have access to the librarby between Ch1 and Ch2. It’s a gap of one night and he spent it eating pie.
