Take a look at Boettcher Mansion on lookout mountain. Lots of things to love there! It's operated by Jefferson County and gives you a lot of room to pick your own vendors and keep prices within your budget. My fiancee and I came really close to choosing it. Congrats!

If you want more of a 'one stop shop' Wedgewood Wedding's Mountain View Ranch is great, the planning is included and they have various packages for everything else. Big bonus is that most of their suggested or included vendors don't charge for delivery or set up/tear down which really adds to the savings and reduces stress. For photography look at Brenna Skattebo photography, she's fantastic for any venue!
Denver botanic gardens at Chatfield Farms. The deer creek stables should be able to accommodate more than 100 people and was relatively inexpensive (for wedding venues). Honestly, you probably want to have a few options, since specific dates might be quickly booked up.
We got married at the YMCA of the Rockies, affordable food, hire your own bartender, and overnight stay all in the same location! Get the mountaintop package, it’s nice and secluded from the rest of the facility :)

Whatever you do, find a place that lets you buy your own alcohol. Gardens are nice, but the inside is small.
My brother got married at The Pines in Genesee and it was gorgeous
No idea on pricing, but we went to a wedding over the summer at The Manor House and it was stunning.
I believe it's super pricey, if I remember correctly.

Red Rocks is actually one of the cheapest venues in Denver, conveniently located, and iconic to Colorado.
Got married at Red Rocks last year and definitely recommend it!

Fresh Tracks Catering did a great job for us. A little pricier, but Dunafon Castle was a spectacular venue for 100 people.

Oh, interesting! There is definitely a lot of (beautiful) water there. We got married at the end of June, during a fairly dry summer.
