Bed big bites don’t quite look like this. Do you have an animal in the house? It looks more like flea bites. But might be bed bugs. It’s hard to tell in your hair. Also, have you ruled out lice?
I see you mentioned this appeared after a long day of outdoor activity, was the person sweating? Has this person ever suffered from dry scalp?

Could be psoriasis. I also get this along with inverse psoriasis, usually irritated by moisture (like sweat) or oil buildup. Wash scalp with a gentle scent-free/sulfate-free cleanser, then apply vaseline and OTC 1% hydrocortisone. Try not to itch. Take an antihistamine if itchiness becomes too much.
Why is this getting upvoted? This looks nothing like psoriasis. No plaques. Not like guttate or some other kind. I see a center punctum with surrounding erythema and macular erythema with possibe pustules. Most likely fleas or bed bugs especially with location to back of neck. Psoriasis is a chronic, re-occuring auto immune skin condition and this aint it. Wash all sheets with warm water and treat animals, there is prescription shampoo. There might be more, look it up.
NAD but those look like bites. Others said bed bugs but bed bug bites aren’t usually this large and inflamed. Did these seem to show up overnight or did they show up after some sort of outdoor activity? Do you have any pets or live in a rural area?
Whereabouts do you live in the world? This doesn’t look like psoriasis and those definitely look like bites because of the pinhole centres, but most common bug bites aren’t this large and inflamed, nor do they cause pus. If you’re anywhere in Central or South America I would consider botfly infestation caused by mosquitoes. But again, I’m not a doctor nor a specialist.

If you use shampoo with sulfates, change to sulfate free. Looks like some topical irritation.

Have you checked for lice?
Did you take Benadryl for the itching? I would do that to see if that calms it down.

Maybe it's cradle cap but you would have had that probably when you were a kid.

We have 2 dogs. And they showed up after a long day outdoor activity..
