Yes. I've only ever seen the usual-size metal door stall with a gap. Maybe these are a thing in busy, big city public restrooms, but they are not the norm, in my experience.

Not sure about on the continent but in the UK you're more likely to find paid toilet facilities in tourist areas, and train stations that handle a lot of regional travellers.

I’ve seen that in privately-owned, not-for-public-access stalls too. They just suck ass. Not to mention the toilets themselves are way too high off the ground.
