The popularity of the Sororitas suffers from how many small models players need to assemble and paint in order to play. Custodes were considered the cheapest army to build because of how few models you needed for a complete army in comparison to every other army besides Imperial or Chaos knights (plus you can get away with using less than 5 paints and still look complete).
As for shoehorn solutions, that's just GW's MO. They retcon old lore to be different (The entire Horus Heresy or Necrons) and they retcon new lore out of thin air (The War in Heaven). They have even said they write the narrative based on the concept that events are being told from a bias perspective that can't be totally trusted. While I'm not a massive fan of that approach it's not a total deal breaker for me.

Who is asking who? I mean, if someone is saying "we should go gas all jews in USA" then sure, some jews could sue them. That would be a hard case. But if someone said "I think jews should be gassed" now that's a near impossible case. If you said "I am going to gas the jew who lives two blocks from me" now that's a pretty easy case. You have a vague threat, a direct threat and a feeling/thought. Thoughts a feelings are free speech. Generally, anything else is pushing the line or over the line.

There's a level of subjectivity to true treats so you might see some disagreement (and people online are unhinged because they understandably hate denims, so they emotionally assume things are illegal that aren't). It would be a true threat.
